Upgraded the targetSDK to api version 33 to comply with Google's requirements. This also comes with a behavior change regarding pushes: Android apps now require a runtime permission to receive push messages. The flow is similar to iOS: If push registration on app start is enabled in the Manager, then the app will show the permission request dialog at the first app start, otherwise this dialog can be triggered once via the corresponding action url.

MAINTENANCE: Set minTarget to api 26 (android 8.0). Increased minimum required Android version to 8.0. 

FEATURE: Make background mode audio optional. Introduce toggle for background mode audio to prevent rejects by Apple for apps which do not use TTS or other audio.
